Post Charlemagne ruler tried to turn an empire of conquest into something more permanent, unlike Merovingians Carolingian attempted a fuller integration of the empie: a certain uniformity and harmoniziing of institutions, of ideology went hand in hand with expansion – and economy.

 

Charles the Great last Carolingian to succeed as an adult without some experience of ruling.

 

Carolingian kings governed from his court by making his will known – did not aim to govern, aims were more limited – preserve and extend own wealth and power, to do justice and keep peace within border, wage war and extract tribute from abroad.

 

Difficulties looking at capitularies 800 – 830 – lots of documents produced, what did happen then very elaborate state, if they what they said didn’t happen then very small state indeed.

 

Count: manin component Carolingian administration – men of standing given role, so distinction between governmental power and personal power a difficultone.  Hereditary nature of post often een as 9th century phenomenon, but evidence for this in 8th century.  Counts essentially mini Kings in their own region

 

Missi and general assemblies used to communicate King’s message – law and war.  Legislation discussed and particular cases decided upon – WAR – diplomacy at assemblies, public matter, and assemblies where next year’s campaign discussed and planned.
