·        Argued that these wars of conquest weakened Eastern government – less able to cope with Sasanian Wars or plague in 6th and 7th centuries.

·        Is reign splendid anachronism – final reassertion of Roman military and imperial traditions before end of classical antiquity, precipitated decline.

·        Motives for reconquest – imperial restoration and championing of Christian orthodoxy in areas ruled by Romans.  Conservative and innovator – contemporaries found this difficult to cope with.

·        Belisarius stunning victory in Vandal Africa – next 536 Italy

·        Nikita riots nearly left, but AS peace in 533 on Persian front successful expedition may help reputation as Procopius points out.

·        Final settlement 554 – devastate Italy
