·        Cost of wars immense sp with Eastern wars – public euphoria waned dramatically.  Net effect remained and retained portion of Italy and much smaller portion of Spain – good but no restoration Roman Empire

·        1st immediate effects of the war and subsequent admin, economic and military settlements 2nd Justinian energetic intervention in religious policy cut across the Western Empire and slowed its process of unification.  3rd background steady rural and urban change

·        Eastern  -wars continue after Justinian decline - decline 2nd half 6th century

·        Ambitious and strong in the face of adversity – but was empire sufficiently strong in economic and administrative terms to be ambitious even without obstacles.
