Art. 11 EC permits some MSs to progress towards unity at a greater speed than others using the institutions, procedures and mechanisms laid down by the Treaty.  An example of flexibility is Denmark, the UK and Ireland's opt-out from the new EC title on Free Movement of Persons, asylum and immigration.

Advantages

·         Allows some MSs to integrate more than others are willing to.

·         Prevents stagnation.

Disadvantages

·         Damages cohesiveness and unity of the Community.

·         Confusion over which measures apply where.

·         Damages essential features of EU.
